Roshan Digital Account (RDA), an initiative of the State Bank of Pakistan (SBP) for overseas Pakistanis, recorded the highest one-day inflow of remittances last week. The remittances equalled USD 57 million crossing USD 4.5 billion in total. 

In a tweet by the official SBP handle, the state bank shared the numbers and thanked the non-resident Pakistanis (NRP) for their continuous support and trust in the initiative. 

Currently, there are over 400,000 active RDA users around the world using this facility in over 116 countries to send remittances back home. In a satisfaction survey done by the SBP regarding the services of RDA, 71% of the sample responded with satisfactory answers. Out of the sample size of 10,000, it was also found that 70% of the people opened accounts to provide family assistance using RDA. At the same time, some NRPs were also interested in stock market investment and real estate investment services.

Moreover, 36% of the deposits made in RDA were from people residing in Saudia Arabia, 23% from the United Arab Emirates and 10% were from overseas Pakistanis living in European Union and the United Kingdom. Other stats also revealed that 23% of the respondents are permanent residents while 5% are temporary residents in their respective countries.

RDA INVESTMENT INFLOWS SURPASS $3.6 DOLLAR MARK

Overseas investments that are made under the umbrella of the Roshan Digital Account (RDA) initiative have now reached a total of $3.632 billion, as of February 2022. It is now more than 18 months since the programme was launched. These details were recently released by the State Bank of Pakistan (SBP).

According to the SBP, only in February, an investment inflow of $250 million was registered via RDA. When comparing this data with the previous months, there has been a month-on-month increase of more than 12%, which is a key indicator of the fact that the RDA initiative has been an absolute success so far.

The official data further shows that around $2,494 million of the total $3,632 million have been invested in Naya Pakistan Certificates (NPCs). Furthermore, Pakistan Stock Exchange (PSX) also got a $35 million investment, which is about 1% of the total inflows via RDA. 

SBP also revealed that 365,182 accounts from across 175 countries have been registered so far under the RDA initiative during the first 18 months. The monthly account opening frequency has increased by 6.6% so far.


Update (Nov. 8, 2021): Providing many different types of financial, banking and e-commerce facilities to overseas Pakistanis, Roshan Digital Account (RDA) has gained rapid popularity. Whether it is about sending money or investing back home, RDA has partnered with almost all popular banking and financial institutions in Pakistan to facilitate overseas Pakistanis.

During the last 14 months, the initiative has attracted $2.7 billion in the form of investments and other types of funds. More than 68% of the total amount, equivalent to $1.834 billion, was invested in Naya Pakistan Certificates (NPCs).  It is mainly because of the high return rates offered by NPCs, which make them a very attractive investment avenue for overseas Pakistanis.

According to the SBP official data, the average inflow through RDA per month is $191 million. The concerned state institutions are quite satisfied with the pace and progress of the inflow of overseas funding and investments through the Roshan Digital Account initiative.

For the first time in the history of Pakistan, State Bank has made it possible to allow our overseas Pakistanis to open an account in a Pakistani bank completely digitally in a presence-less manner and without needing to visit any bank, any embassy or consulate,” says Governor SBP Dr. Reza Baqir while appreciating the groundbreaking scope behind the initiative of Roshan Digital Accounts and its phenomenal success.


Update (Aug.16, 2021)Thanks to the Ros­han Digital Account (RDA) effort, foreign excha­nge inflows from overseas Pakis­tanis crossed the $2 billion mark in 11 months.

“Roshan Digital Account dep­o­sits cross $2billion in just 11 mon­ths,” the State Bank of Pakistan (SBP) tweeted. “As Pakistanis all over the world celebrated country’s Indepen­dence Day, #RoshanDigitalAccount crosses the historical milestone of $2bn in deposits,” SBP added.


Update (Aug. 11, 2021): According to the latest reports, Pakistan received $2.71 billion in July from Pakistani workers abroad.

Remittances have remained above $2.0 billion for 14 consecutive months, according to the data collected by the State Bank of Pakistan’s (SBP).


Update (July 19, 2021): According to the latest reports, Pakistan received foreign exchange inflows worth $1.7 billion as of July 12, 2021, through Roshan Digital Accounts (RDAs).

RDAs have become a popular source of transferring money to Pakistan by overseas Pakistanis. June saw the highest monthly deposits, $310 million, and $233 million via Naya Pakistan Certificates (NPCs).


Update (April 28, 2021): The State Bank of Pakistan is reportedly launching two new initiatives namely “Roshan Apni Car” and “Roshan Samaaji Khidmat” under its widely-hailed Roshan Digital Account scheme for overseas Pakistanis.
Senator Faisal Javed Khan shared this news on his Twitter account after Prime Minister of Pakistan Imran Khan announced that overseas Pakistanis have deposited more than $1 billion funds through Roshan Digital Accounts.


UPDATE (Feb. 15, 2021): In just five months, foreign exchange inflows through the Roshan Digital Accounts (RDAs) have reached over $480 million, according to State Bank of Pakistan (SBP) Governor Reza Baqir. 

Providing details, Baqir added nearly $483 million have been received, so far, from around 97 countries and non-resident Pakistanis have invested $327 million in Naya Pakistan Certificates (NPCs). He also mentioned around 86,000 RDAs have been opened. 


UPDATE (Jan.18, 2021): The federal government may offer income tax concessions to local and overseas Pakistanis for investing in Naya Pakistan Certificates and the real estate sector through its digital accounts, according to a report by the Express Tribune.

Currently, the government charges a 10 percent income tax on profits earned by overseas Pakistanis or Non-Resident Pakistanis (NRPs) through investment in these certificates via Roshan Digital Accounts. Later, this income could be fully exempted from the tax.

For resident Pakistanis who’ve invested in Naya Pakistan Certificates through the digital accounts, the income tax rate may be reduced from 15 percent to 10 percent.

Pakistan enters into a new era of banking with the Roshan Digital Account Initiative. One major opportunity that will become available for NRPs is an investment in the Naya Pakistan Certificates, which are to be issued by the federal government in the near future. The bonds will have maturity periods of 3 months, 6 months, 12 months/1 year, 3 years, and 5 years with attractive returns. The certificates will be available via conventional as well as Sharia-compliant banking, in both USD as well as PKR.

As per the Naya Pakistan Certificate Rules 2020, these certificates would be non-transferable, scriptless, subject to tax deductions, allow for premature encashment with a modified rate of return, and will not be automatically reinvested after maturity.

HOW TO OPEN A ROSHAN DIGITAL ACCOUNT?

Open a Roshan Digital Account

While the account opening processes via all of the partnered banks are still in their trial runs, there is a consensus on how to open a Roshan Digital Account and what documents will be required to open a Roshan Digital Account.

  • All of the banks mentioned above have provided their customers with an online application form that asks for some basic details.
  • Submit digital copies of all of the required documents along with the form.
  • Once the form has been submitted, the bank has a maximum of two days to get back to you about the status of the account after verifying all of the provided information.
  • You will most probably get a call from a bank representative for verification.
  • You will then be sent a confirmation email, after which, you can begin transferring money to the account.

DOCUMENTS REQUIRED FOR A ROSHAN DIGITAL ACCOUNT FOR NON-RESIDENT PAKISTANIS

You will need to submit the following documents with your Account Opening Form:

  • Scanned Computerized National Identity Card (CNIC), National Identity Card for Overseas Pakistanis (NICOP), or Pakistan Origin Card (POC)
  • Scanned copies of the first two pages of your original and valid passport (Pakistani passport or international passport)
  • Proof of being an NRP (including a scanned copy of your visa, entry or exit stamps, etc.)
  • Proof of source of income (scanned copy of work ID or job certificate, salary slips, tax returns, etc.)
  • A recent photograph
  • Scanned signature on a white page

You might be asked for some other supporting documents by your chosen bank as the trial runs come to an end and the accounts become live.

ELIGIBILITY CRITERIA FOR OPENING A ROSHAN DIGITAL ACCOUNT

A Roshan Digital Account can only be opened and operated by individuals who are 18 years of age or above, and are:

  • NRPs
  • POC holders (includes foreign nationals)
  • Government employees posted abroad

UPDATES ON THE ROSHAN DIGITAL ACCOUNT INITIATIVE

Launch of Roshan Digital Accounts

After going through a trial run, the Roshan Digital Account Initiative has been launched on 10th September 2020. While the SBP has ordered all of the partnering banks to make the service as seamless as possible for Overseas Pakistanis, the Naya Pakistan Certificates are also being brought forth to replace other government-backed investment options for NRPs.

Previously, the initiative was in its trial/pilot stages, but the State Bank of Pakistan had been expected to formally launch the project soon as per the details shared by Governor State Bank of Pakistan Dr. Reza Baqir with Prime Minister Imran Khan on Monday, 31st August 2020. All of the eight commercial banks had allowed NRPs to open up a trial account at this stage, which was to be converted into a permanent and fully functional account after the launch.

The Central Depository Company of Pakistan Limited (CDC) was also busy preparing a framework that would allow Overseas Pakistanis to conveniently invest in stocks and shares via this initiative. According to CDC CEO Badiuddin Akber, Roshan Digital Account holders will be able to trade seamlessly in the stock market once they allow their new digital bank account to be connected to their accounts with the CDC.
